      国家级天津新技术产业园区北辰科技工业园和市级北辰开发区相邻，由园区管委会统一管理。园区座落在京津塘高速公路高新技术产业带、天津市城乡结合部，距15公里的天津滨海机场是中国北方航空货运中心，距2公里的南仓铁路货运编组站是中国六大编组站之一。京津塘、京福、京沪、京蓟等高速公路毗邻园区设有出口，12条国道穿境而过。

     State level Tianjin New Technical Industry Park, Tianjin Beichen Hi-Tech Industrial Park, under the administration of zone management board, is close to urban level Beichen Economic Development Zone. It is located at the belt of Beijing-Tianjin-Tanggu Expressway and Hi-Tech industry as well as fringe area of Tianjin. It is 15 kilometers away to Tianjin Beihai Airport (the northern China air freight center) and 2 kilometers away to Nancang Railway freight marshalling station (one of the 6 biggest marshalling stations). The exits of expressways are settled at here such as Beijing-Tianjin-Tanggu, Beijing-Fujian, Beijing-Shanghai and Beijing-Tixian as well as 12 state highways.

      园区硬件达到国际水平高标准“九通一平”，地耐力14吨，具备先进的污水、中水系统。园区秉承 “服务好一个企业就是一本最好的投资指南”等服务理念，想方设法帮助企业化解困难。区内设独立的海关办事处、公共型保税仓库和检疫检验办事处；各种服务部门自成一体，实行“全方位、一站式”服务。园区正在打造国际一流水平的陆路港，提高通关速度，减少企业运营成本。

     The hardware of this zone, with advanced sewage and intermediate water system, has reached state standard of “nine connections and one smooth” and 14 tons of earth bearing strength. The zone adheres to the service concept of “excellence servicing to an enterprise is the best investment guidance” to help enterprises to solve various difficulties at our best efforts. Independent customers’ office, public bonded warehouses as well as quarantine and inspection office is equipped within this area; various service departments communicated to practice the service of “all-round and one-stop”. It is building international first level landway port to promote customs passing speed and reduce enterprise operating cost.

      经过16年的发展，园区集聚了机械装备、生物医药、汽车配件、新能源、现代物流等八大产业集群，经济总量以每年30%的发展速度递增。美国沃尔玛、德国西门子、瑞士ABB、日本丰田等世界500强企业17家及众多国内知名企业在园区投资建厂，其中92.3%的企业进行了增资扩建。得天独厚的综合投资优势使其发展成为环渤海经济圈中重要的开发区之一。

     After 16 years of development, it generates eight industry clusters of mechanical equipments, biological medicine, vehicle parts, new energy and modern logistics with 30 per cent development speed increase of the general economy amount. 17 world top 500 of American WAL-MART, Germany Simense, Switzerland ABB and Japan Toyota as well as most of well-known enterprises in domestic had been invested to build factory in this zone, including 92.3 per cent of the enterprises added the investment amount to expand the factory. Advantaged comprehensive investment superiority makes it become one of the key development zones in Huanbohai economic circle.

      国际金融危机并没有影响大集团、大公司落户园区。2008年，投资3亿欧元的比利时汉森公司、投资20亿元的雷沃动力、投资10亿元的瑞士ABB电力设备、投资3000万美元的美国OI公司、投资17亿元的中国船舶重工集团、投资15亿元的中国兵器工业集团、投资5亿元的中国中材集团等一大批高端、高质、高新企业相继落户园区。

     The international financial crisis has not affect the settlement of large groups and big companies. In 2008, a large group of high level, quality and new enterprises settled in this zone such as Belgium Hanson with investment amount of 300 000 000 EUR, Lovol Engines with 2 000 000 000, Switzerland ABB electric power equipments with 1 000 000 000, American OI with 30 000 000 US $, China Shipbuilding Heavy Industry Group with RMB 1 700 000 000 Yuan, China North Industries Group Corporation with RMB 1 50 000 000 Yuan and China National Materials Group Corporation with RMB 500 000 000 Yuan.

      开发区借鉴印度硅谷经验和理念，打造10平方公里原始创新基地。十几家极具自主研发能力的国家级研究院相继入驻，园区计划用3年时间再引进50家科研院所，使园区成为名符其实的国际性原创基地。园区将朝着建设具有国际水准的花园型、环保型高科技园区不断推进。

     It introduced India Silicon Valley experiences and concepts to create 10 sq.km original innovated bases. More than ten state level academes with self-research capacity entered the zone one by one. The zone is planned to introduce 50 academes in three years to make it the real international original innovated base. It will develop into the trend with international level garden and environmental Hi-Tech park.
